I always look for the top causes of a campaign's failure before I begin working on a new Google Adwords campaign, especially if the campaign has been running for some time without yielding the intended results.

Google Ads Aren’t Showing
If your advertisements aren't being seen, there may be a more serious problem at play. There are several reasons why your ads won't display, but the most frequent ones are that the campaign, ad, or keywords aren't enabled, the advertisements approval process isn't finished, or your targeting parameters are erroneously set. Another possibility is that there are setup issues with your Google AdWords account. If your ads aren't receiving impressions, your initial course of action should be to troubleshoot the issue.

Using the Wrong Match Types
If you created your account independently or through a Smart Campaign, it's possible that you used the incorrect match types for your keywords, which means that many searches that aren't particularly relevant to your campaign will see your advertisements. When I take on a new account that someone DIY'd, this is the most typical mistake I find! Ads for irrelevant phrases can be reduced, optimization is made simpler, and your campaign performs better when the proper match types are used.

Not Using the Right Negative Keywords
Your advertising may still appear for unrelated or unwanted searches even with the proper match types. Even if you use the phrase match type "appraiser," for instance, your advertising may still appear for queries relating to unrelated appraisals, such as doll appraisals, coin appraisals, and many more. Some prevalent negative keywords include "free" and "cheap," which can stop the wrong prospects from seeing your adverts. Using the Ad Preview Tool, you can check to see if your advertisements will appear for the incorrect terms, but working with a PPC manager who already has a robust negative keyword list will accelerate your progress.
