This is one of the most persistent myths in the SEO world. The mere fact that a site has a .EDU or a .GOV extension doesn't bring it any more weight in the eyes of search engines. Above all, Google respects the power of links and educational and government sites are no different.

The only reason that this myth is so persistently repeated is because most .EDU and .GOV sites are indeed high quality sites that have a lot of incoming links from other sites and get backlinks in a slightly more natural way than most other sites. It is a fact that the strength of any .EDU site can be measured by the number and quality of its incoming links, as well as the on-page SEO factors and internal linking structure.

Generally speaking, getting links from .EDU and .GOV sites is very beneficial because a very large number of them will be, almost by default, high quality sites. This quality has everything to do with the content of the site and the backlinks it has, not with its domain extension.

The best place to check your backlinks is Yahoo Site Explorer. Although it isn't 100% accurate, it is the best free tool available, gov backlinks out of all backlink checker tools. Another good way to check your backlinks would be with the Google Webmaster Tools account. However, Google won't show you all of the backlinks that it sees.

How can you find .edu or .gov blogs where you can place your comment and receive a backlink?

Go to Google and in the search box enter this footprints:

inurl: .edu "Powerd by WordPress"
inurl: .gov "leave a comment"
and all vary of those 2.

I always find great and high PR sites with those 2 footprints and I'm sure this will make a difference in your link building strategy.
